NEW DELHI: The union budget for the next fiscal has pegged an outlay of Rs 31,036 crore (Rs 310.36 billion/$6.7 billion) for school education, an increase of of Rs 4,236 crore from 2009-10, Finance Minister Pranab Mukherjee said Friday.
“I propose to increase the plan allocation for school education from Rs 26,800 crore in 2009-10 to Rs 31,036 crore in 2010-11,” Mukherjee said in his budget speech.
This means an increase of 16 percent in school education expenditure in the coming fiscal as against the current financial year.
“In addition, states will have access to Rs 3,675 crore for elementary education under the 13th Finance Commission grants for 2010-11,” the minister added.
“The Right of Children to Free and Compulsory Education Act, 2009 creates a framework for legal entitlements for all children in the age group of 6 to 14 years to education of good quality, based on principles of equity and non-discrimination.
“In recent years, Sarva Shiksha Abhiyan (SSA) has made significant contribution in improving enrollment and infrastructure for elementary education. About 98 percent of habitations are now covered by primary schools,” Mukherjee said.

New Delhi, Feb 16: All school boards across India will have a common mathematics and science syllabus for Class XI and XII from 2011.
Addressing a press conference, HRD Minister Kapil Sibal said, “Today is a historic day for all students. There will be a core curriculum in the science stream (both maths and science) for all school boards across India from 2011.”
He further said, “This was done with unanimity. This will provide a level playing field for all students studying in Classes 11 and 12.”
The HRD Minister met at least 20 members of school educational boards from various states to discuss the core curriculum in the science stream.
The COSBE also agreed that the school boards will work towards a common entrance examination for admission of students in higher courses, including engineering and medicine, by 2013.
A core curriculum in Commerce stream is expected to be ready in the next three months.

Punjab Technical University (PTU) was established in the year 1997, to promote technical, management & pharmaceutical education.
The university under its administration, has 150 engineering colleges, 41 B.Sc MLT colleges 156 management colleges, 96 pharmacy colleges, 68 architecture colleges, 42 hotel management & catering technology colleges and 302 learning centers under distance education.
The university which is located in the city of Jalandhar in India offers a number of AICTE and Non-AICTE courses..

NEW DELHI/KOLKATA: For campus recruitment at the premier engineering institutes, the IITs, the news is getting better by the day. By the end of
seventh day across seven campuses, on an average 200 students were placed, an increase of around 100 per cent compared to same time last year.
If IIT-Bombay has placed 250 students(that’s one-and-half times more than last year), IIT-Kanpur has placed 200 students in 30 companies, IIT-Roorkee’s 150 students got job offers this season compared to just 70 students in 2008 while IIT-Madras has placed 170 students compared to 130 in the corresponding period last year.
The major recruiters from these campuses were Deloitte Touche Tohmatsu which recruited an average of 20 students from across the different IITs, Oracle and Credit Suisse, 15 and 13 students respectively and Indian Oil Corporation signed on around 10 students.
Till now highest payer has been Tower Research Capital which recruited nine students and has paid a CTC of Rs 22 lakh (this can go up to Rs 43 lakh if performance bonus is added). Schlumberger which has been the highest paymaster till last year (Rs 36 lakh CTC) is yet to come on campus.
At IIT Kharagpur, which has gone into placements with some 1,341 students across undergraduate and post graduate streams, over 200 students have been made job offers so far. Of these, 103 have been bagged by B.Tech and B.Arch students.
“Over 25 per cent of them have been placed so far,” says IIT Kharagpur prof-in-charge training and placements SK Srivastava. In 2008 when the market was going through a slowdown phase, all these institutes were able to place around 70-80 per cent students by the end of the placement process which ran into June this year(2009) despite being among the best technology schools in the country.
“Last year, when companies were cutting down on jobs, despite faring the best amongst other institutes we were able to place one-and-half times less the number of students placed this year till now,” says Prof Ravi Sinha, chairperson, placement, IIT-Bombay.
IIT-Madras has seen 40 companies visiting and a major recruiter has been Credit Suisse. The highest package offered till now at IIT-Madras is Rs 26 lakh and the lowest Rs 7 lakh which is higher than last year’s average package of Rs 5 lakh.

The Uttar Pradesh Technical University (UPTU) has decided to organise an online entrance examination for admissions to the state management colleges from the next academic session, 2010-11.
The entrance exams are scheduled for April 17 and 18, 2010. This is for the first time when the University will organise any online entrance exam. The online test, on a trial-run basis, will not be mandatory and candidates could opt for the paper test at the examination centres.
According to the University authorities, the online test has been made optional as internet is not available in rural areas and some urban areas.
Of the 589 colleges affiliated to UPTU, 345 of them offer management courses.
Keeping in mind the recent online Common Admission Test (CAT) fiasco, Professor Kripa Shanker, Vice-Chancellor of UPTU said: “We are in touch with experts inquiring the reasons behind the system failure in CAT. It will help us in preventing similar incidents in our online examinations.”

NEW DELHI: Human resource development minister Kapil Sibal on Tuesday slammed the premier Indian Institutes of Management (IIMs) and ordered an enquiry into what prevented a large number of students from taking the online CAT entrance examination on the scheduled dates. ( Watch Video )
“This should not have happened. As government we are very concerned,” Sibal told reporters. CAT is the common admission test for entry into the premier business schools.
“I had asked the IIMs to give me a report and as per Dec 1 morning, 45,000 students had enrolled for giving the test but 8,000 could not. This is a huge percentage,” he added.
With CAT going online this year, the IIMs decided to hold the exam on 10 different days instead of conducting it on one day.
But for the last four days, thousands of IIM aspirants have failed to take the test as the server crashed. While the test conducting firm, Prometric, has blamed it on viruses, students and coaching centres have blamed it for mismanagement and failure.

The Indian Institute of Managements (IIMs) and Prometric, global provider of comprehensive testing and assessment services, are leaving no stone unturned in ensuring that students are able to successfully appear and complete the Common Admission Test 2009.
Notwithstanding reports of a drop in the number of applicants this year, the CAT committee is hopeful that it would be able to pull off the first computerised examination with minimum glitches.
“This is the first time we are taking CAT online and not in the paper and pen format and there will be mistakes. But we hope to learn as we go along,” the CAT Convenor, Prof Satish Deodhar, told Business Line.

In a four-page Practical Guide to CAT 2009, Prometric has informed students to “look out for signboards and staff wearing official CAT 2009 jackets to assist” them once they arrive at the test centres.
The CAT examination starting from November 29 to December 7 will be different in more ways than one, with major logistics revamp to suit the new format.
Candidates will have to arrive at the test centres not less than two hours before test time and go through security checks, identity verification and check-in.
“The whole rigmarole sounds like checking into an airport. But I am glad they have issued this guidebook; it helps jittery first timers like me,” said an applicant for CAT 2009.
Candidates will get only 15 minutes to familiarise themselves with the new system on how to answer and review the questions before the actual test lasting two hours and 15 minutes begins. The testing sessions will be audio and video recorded. Contingency plans have been put in place in the event of power outage, technical glitches , medical outbreaks, natural calamities and terrorist attacks, according to the guidebook.
An estimated 2.41 lakh candidates are said to have registered for CAT this year as compared to 2.46 lakh who took the test in 2008. CAT is a qualifying test for a management programme at the seven Indian Institutes of Management as well as other institutes that accept the CAT scores. It will be held in close to 104 test centres across 32 cities in India. The results will be declared on the CAT website by the end of January.
